New Feature - Pre-Bill Lock Time Entries
A new permission has been added for the firm to allow pre-bills to be locked meaning that no new charges can be added when the pre-bill has been generated and in any status. The new permission can be found by the following steps, please not the default is lock off.

Firm setting - PreBill Lock Time & Expenses (Firm Settings → Billing, off by default), turn the lock on by following the steps above.
When the setting is on, time entries, expenses and fixed fees on a prebill are locked in every prebill status: preparing, in review, approved and rejected.
Members with the Update Invoice permission are exempt. They can edit, delete, clone, add and remove charges on the prebill.
Please note: Charges on a finalized invoice (invoiced, partially paid, paid) stay locked for everyone, regardless of the setting or permissions.
When the PreBill lock Time & Expenses Permission is enabled the Add Time, Fixed Fee and Expense Buttons on the PreBill are hidden. Only the users who have "Update Invoice" permissions will see these buttons and in turn be able to add new charges.
On the Time & Expense page, for a member without Update Invoice permissions:
Edit, delete, clone, discount and add-to-invoice are hidden, and the billable checkboxes are disabled.
Locked rows can't be selected for bulk edit.
Locked rows show a lock icon whose tooltip has the prebill number.
In the prebill editor, for a member without Update Invoice:
Edit, delete, clone, remove-from-invoice and discount are hidden.
The select-all checkbox and the Add Time Entry / Fixed Fee / Expense buttons are hidden.
The API enforces the lock, so the web app, mobile app and public API all follow the same rules. A blocked change returns:
Time entry is locked for billing review and cannot be edited, deleted or moved.
with matching messages for expenses and fixed fees.
